Under the roadmap, competitive bidding for wind power projects will move up from its initial window in the fourth quarter (Q4) to the second quarter of each year, and the notice of an additional tender will be released in Q4 if needed.

How long does it take to implement offshore wind power projects?

For instance, offshore projects over 300 MW have an implementation period of 78 months. Earlier, the country’s Ministry of Trade, Industry, and Energy announced the Offshore Wind Power Competitive Bidding Roadmap that aims to strengthen the country’s efforts in expanding renewable energy distribution and strengthening the supply chain.

How much does a solar PV tender cost?

The tender will be split into two parts, with 1.8GW allocated for wind—itself split between 1.5GW for offshore wind and 300MW for onshore wind—and 1GW allocated for solar PV. The upper price limit for bids will be set at KRW157.3/kWh (US$0.11/kWh) and is an increase on the upper limit set for last year’s tender, which reached KRW153.5/kWh.

How much does a GW of offshore wind cost?

Of the total 1.25 GW on offer, around 500 MW will be reserved for public-led offshore wind bidding and the remaining 750 MW will be for the general bidding market. The ceiling price has been set at KRW 176,565 (USD 128.6/EUR 113.3) per MWh, the same as in last year’s auction.

What is a wind power bid plan?

The plan involves moving the timing of competitive bidding for wind power projects from the fourth quarter to the second quarter of each year, with a notice of an additional tender to be issued in the fourth quarter if necessary.

How does price competition affect wind power business development?

Price competition intensifies with increased activities in wind power business development. The ceiling value was kept private to encourage price competition. As a result, many projects bid beyond the upper limit, which is a determinant of bid success or failure.
